HEALTH SYSTEMS STRENGTHENING (HSS) UNIT ​
 
QUALITY IMPROVEMENT CO-ORDINATORS
 
PURPOSE: 
Health Systems Trust (HST) wishes to appoint two Quality Improvement Co-ordinators for the SA SURE Plus Project in KwaZulu-Natal, eThekwini District. This role involves co-ordinating and monitoring the implementation and performance of the quality improvement (QI) approach by district teams and individuals, in alignment with National Department of Health policies and the 90-90-90 initiative.
These are fixed-term contract positions, renewable based on funding.
 
 
KEY RESPONSIBILITIES:
  • Supports the Department of Health (DoH) and HST teams to identify performance gaps and plan Quality Improvement Plans (QIPs) at facility and district level
  • Supports and strengthens district, sub-district and facility QI teams, and serves as a point of contact for the organisation, the funder and the district
  • Monitors the functionality of the appointment system and uses it to support teams and individuals
  • Supports the development of District Health Plans, District Implementation Plans and Cluster plans
  • Oversees weekly monitoring through facility-based support, using run-charts and other processes, and collates weekly reports to ensure smooth reporting
  • Collects QIPs and weekly performance monitoring reports from Sub-district Co-ordinators, and provides feedback to the Sub-district Co-ordinators on QI progress and performance

  • Disseminates reports to district and programme management and facilitates feedback; timeously shares the reports with the DoH following feedback from programme management
  • Updates the district QI templates
  • Facilitates standardisation of presentations, reports and other related documentation among clusters and sub-districts
  • Identifies topics for case studies and success stories, and supports unit staff in writing thereof
  • Shares good practices among clusters, HST and the district structures
  • Monitors indicator performance in collaboration with the Monitoring and Evaluation team, and comments on trends
  • Assists with identifying core skills and competencies required in the project teams and from individuals to support the focus on quality improvement
  • Participates in district site visits with workstream leads, funders and other stakeholders
  • Supports weekly Nerve Centre meetings and the quarterly review process in the district
  • Contributes technical input for drafting of funding proposals and bids for tenders
  • Co-ordinates mentoring and coaching of project staff in the Quality Assurance approach.
 
REQUIREMENTS:  

Qualifications
  • A degree, diploma or equivalent qualification in Health Sciences is essential.
  • A postgraduate qualification in Health Sciences or a related discipline at Master's level is recommended.  ​
 
Knowledge and experience              
  • At least three years' experience in quality improvement, public health, project management and the NGO environment
  • Knowledge in the areas of national and international donor-funding; health systems strengthening; TB and HIV programmes; health information systems; monitoring and evaluation; the public health sector; the District Health System, and key South African health policies
  • Strong understanding and application of project management skills and software, along with competence in monitoring and evaluation and systems-thinking approaches
  • Ability to think and plan strategically, and to analyse and interpret technical information
  • Ability to liaise with people at all levels of the health system, and to manage people in a participative and empowering way, acting as a mentor, providing leadership, and building and working in a team as well as independently
  • Sound financial and personnel management capacity 
  • Excellent interpersonal, communication and writing skills
  • Good knowledge of Microsoft Office (Excel, Word, PowerPoint, Outlook)     
  • A dynamic, enthusiastic and proactive personality who is able to work with minimal supervision and be deadline-driven.​
 
Travel 
The incumbent must have a valid driver's licence, and be willing and able to travel as required. ​



REMUNERATION
A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's Job Grading System will be offered.
